Juarez is off the list of the 50 most violent cities worldwide. 

It was once one of the most dangerous cities in the world but now, notsomuch.  The E.P. Times, quoting The Citizens Council for Public Security and Criminal Justice says:

Juárez had a rate of 27.17 homicides per 100,00 residents last year — fewer than Obregón, Mexico, which ranked last on the list with 28.29 slayings per 100,000 residents, according to the report. The rate is a fraction of the 400 killings per 100,000 residents reported between 2008 and 2010, the city's most violent years when Juárez ranked first.

Even though it still may not be the safest place to go, at least things are inproving. One thing said to have helped Juarez clean up it's image is the fact that they've cleaned up their police force with random "reliability tests".
