Officers present at the scene say Beto O'Rourke tried to get away after the car accident that got him arrested.

In 1998, O'Rourke struck another vehicle near Anthony and wound up in the median, facing the wrong direction. KTSM reported that O'Rourke was heading to Las Cruces at the time after he:

had been drinking in El Paso — Jameson whiskey with his father, the former county judge of El Paso County — and later with a high school friend. - KTSM

O'Rourke has denied trying to run away but the KTSM report says the investigating officers … Richard Carrera and Gary Hargrove … made it clear that O'Rourke did indeed try to flee. Now, over 20 years later, they have reaffirmed their beliefs telling the Texas Tribune that "they have no doubt the report they compiled and signed is accurate".  (KTSM)

O'Rourke has acknowledged the incident but, insists he didn't try to run away.
