Arizona has always allowed open carry to pretty much anyone legally able to own a gun and now, they want to reward those who have concealed carry licenses. 

In the interest of promoting self defense and security, Arizona House Majority Leader Steve Montenegro is sponsoring a bill that would grant tax credits to Arizonians getting licenses.

Montenegro said:

“We want to promote people being educated in having CCW permits.” “We value those that are able to take these classes and help us with safety.”

Montenegro added that CCL classes teach the safe handling of firearms as well as the laws associated with guns and the use of deadly force. The credit would give residents up to $80 toward the $50 - $115 dollar courses.
Texas CCL's are recognized in almost every state. If you're interested in getting one, there are several places in El Paso offering the classes including Tactical Ranch and Sportsman's Elite.
