Unauthorized use of dumpsters in Texas is considered illegal and can lead to fines or criminal charges.

When I would go off-roading with friends I would always notice all sorts of items dumped throughout the desert.

Illegal dumping is a problem here, especially on the edges of town where miles of open desert and some rarely traveled roads give the jerks dumping stuff lots of room to hide.
