As I scribbled in a notebook in my UTEP class, I overheard one of my classmates describe a law in El Paso that is supposedly still in the law books. The law " 10.16.090 Public indecency--Accosting females--Appearing in disguise." prohibits some weird things including indecent exposure, lewd dress and urinating in public.

According to DumbLaws.com and about three other sites, this law is still around in El Paso but is probably not enforced:

10.16.090 Public indecency--Accosting females--Appearing in disguise.

No person shall exhibit or expose himself naked, or disguised, or in any indecent or offensive manner to any person passing in the public places of the city, or to persons living in the neighborhood, or rudely, insultingly or offensively accost any female, or appear in the streets or public places in any indecent or lewd dress, or relieve the calls of nature in any place exposed to the public sight or gaze or upon any public street or plaza. (Prior code § 15-10)

Of course you can't pee in public but everyone does it. Do both men and women were lewd clothing while partying in downtown El Paso? I believe so. Not sure what they mean in disguise, like costumes? Are we safe on Halloween? These are the things I worry about at night.
