A very shocking and confusing incident in San Antonio has led to three arrests connected to child abuse.

Outside a house in San Antonio, a 2-year-old and 3-year-old were tied up in the backyard with dog collars and chains. The toddler's 30-year-old mother Cheryl Reed is believed to have left her children in he care of Deandre Dorch, 36-years-old and Porucha Phillips, 34-years-old.

Bexar County Police have arrested Reed and issued warrants for Dorch and Phillips. Phillips who is also pregnant, was arrested and police are still searching for Dorch,as of Friday.

Authorities found the children with intense bodily injuries and chained up. The young boy was found with a chain around his ankle, soaking wet from the rain and surrounded by human feces.

The children were found by police deputies after a neighbor called the police to check out a child they could hear crying for hours. Police don't know who tied up the children but Dorch and Phillips have been taking care of the children since February, while their mother was in California.

Six other children who belong to Phillips, some to Dorch, were placed in state custody after being found inside the house alone but suffered no injuries.
