The FBI has been operating a small air force of low - flying aircraft to monitor American cities and created fake companies to cover it all up. US law enforcement officials have confirmed that this is going on and the AP have identified around 13 fake companies used to hide this activity.

Supposedly, the surveillance footage these planes gather is only for use in ongoing investigations and to monitor terrorist activity however, anything they film could be turned over to authorities and used for prosecution.  These flights are frequently, if not always, done without a judge's approval. Equipment on these planes can also use cell phones to identify and track people, whether they are actually using the phone or not.

According to AOL.com:

The FBI asked the AP not to disclose the names of the fake companies it uncovered, saying that would saddle taxpayers with the expense of creating new cover companies to shield the government's involvement.

The AP did it anyway because the companies' names and addresses are already available via public documents and government databases. Head's up guys, Big Brother is flying that Cessna buzzing your neighborhood and he's, probably, doing it illegally.
