Two different camps, one for live action and one for animation, will be held in July and August.

The camps, part of the Plaza Classic Film festival, are each 2 weeks long and open to kids between 9 and 16 years of age. The camps will be held at the El Paso Public Library's main branch, 501 N. Oregon.

Kids won't just learn about movies, they're going to make them!  According to the event's website:

The camps will run simultaneously from 9 a.m. to 3 p.m. weekdays from July 31-August 4 and August 7-11, 2017 at the El Paso Public Library’s Main Branch, 501 N. Oregon. We'll screen their movies in a free, public event on August 13. Enrollment is limited to 25 campers, and will be based in part on merit.

Registration can be done here, cost is $300.00 through July 16th. After that, it goes up to $325.00. Registration deadline is July 24th.
