Annual letter grades are about to be issued for all Texas schools.  The Texas Legislature approved a bill yesterday which scores the grades based on STAAR tests, graduation rates, and student and parent engagement.  Attendance and dropouts are also a factor.  Friendswood Republican Senator Larry Taylor says the system is a more transparent way for parents to know how well schools are doing.  Opponents say the rating system would affect lower income and students who don't speak English well.  The bill is on its way to Governor Greg Abbott's desk.
